Why Does Homeland Security need 450 Million Rounds?

I read an interesting article this morning on Homeland Security making a huge ammo purchase. To the tune of some 450 Million rounds of hollow point bullets and they have an open bid for 175 million rounds of .223.

Call me crazy, but doesnt that seem a bit excessive?. Why would Homeland Security need all that ammo, when we have a military to defend us?. My answer would begin in 2008 on the campaign trail when Obama announced he would like to a have a civilan police force. You see signs of this every day with his overall disregard for our active duty military.

The following is a press release from ATK ( the contractor) and Homeland Security :

"ATK announced that it is being awarded an Indefinite Delivery/Indefinite Quantity (IDIQ) agreement from the Department of Homeland Security, U.S. Immigration and Customs Enforcement (DHS, ICE) for .40 caliber ammunition. This contract features a base of 12 months, includes four option years, and will have a maximum volume of 450 million rounds.
ATK was the incumbent and won the contract with its HST bullet, which has proven itself in the field. The special hollow point effectively passes through a variety of barriers and holds its jacket in the toughest conditions. HST is engineered for 100-percent weight retention, limits collateral damage, and avoids over-penetration.
“We are proud to extend our track record as the prime supplier of .40 caliber duty ammunition for DHS, ICE,” said Ron Johnson, President of ATK’s Security and Sporting group"

Ruger Firearms recent promotion  From January 1- Feb. 29th was so successful that they had to suspend new gun sales until May 2012, because they had orders totaling more then 1 million guns that were sold during that promtional time.
Since Obama has taken office, it is not a secret that gun sales in this country have increased. The FBI has reported there are now more then 1.4 million active gang members in our country a figure which as increased 40% since 2009. With our sagging economy, violent home invasions are also on the rise.

Clearly Americans are feeling more and more they need to arm themselves, and with the DHS making such large ammo purchases, Private citizens may find it hard to purchase ammo. Which again takes me back to my intial question of why DHS needs it, and whom do they plan using it on?

    1. But consider what I said is merely wishful thinking, I'd have to say they'll use it on us. I smell Gestapo and SS...

    2. I hate to think what some of those other projects would be. .... scary! I can actually see BO trying to institute martial law or something prior to the election.

  2. Probably because there is over 300 million of us, that gives them 1.5 rounds per target.

    1. If the Fed's accuracy matches one of our local sheriffs departments this is only enough to kill several hundred of us.

    2. actually there are 311,591,917 as of July 2011 living in the US, I don't think that number includes illegals.

  3. Papa Bear either read or heard about the same thing and told me. I truly believe something drastic is going to happen this year. I hope I am wrong for all of our sakes.

  4. I am along the same line of thinking as mmasse- BO will try to declare himself dictator for life, Or he is going to fabricate some sort of national emergency and declare martial law. either way, he is not going quietly out of the oval office.

  5. War stores...err the DHS equivalent. You know, sits in storage for 35 years and then gets sold as surplus.

    So in 35 years...cheap ammo!
